Question...!!! Difference between Premium and Account Upgrade

I just see that you have to different upgrades:

1. Premium

You do not have permission to view link please Log in or Register

2. Account Upgrade

What exactly is the difference between both upgrades ?
And can I download Files from the S-VIP section as well with the Premium Upgrades ?
