NetLimiter is a program that solves the problem of monitoring network traffic. NetLimiter monitors the activity of each application using Internet access and actively manages traffic by monitoring the data rate. You can independently adjust the download and upload speed for each individual application or connection. Thus, if some program in the course of its work too actively consumes network resources, then you have a real chance to moderate its appetite. NetLimiter also keeps detailed statistics on all connections, displaying them in the form of graphs or tables.
